Consultant to Develop Training a Module on Evidence Informed Health Policy Formulation, Analysis, Implementation and Evaluation

Background and Introduction

CNHR is seeking to recruit a consultant to develop a training module aimed at strengthening county government staff (Turkana, Marsabit and Kilifi) capacities in evidence based health-related policy formulation, analysis, implementation and evaluation. The module will provide an understanding of health policy in the broad context of development; policy processes and its associated analytical models; the contemporary dilemmas in policy-making, implementation, monitoring and evaluation; and mechanisms to improve policy management.

Duties and Responsibilities

Under the overall supervision of the Program Officer Scientific Affairs the consultant will lead all the necessary county consultations, draft the proposed training materials, get them reviewed, integrate feedback and support the printing and design of the training module. The consultant will deliver the outputs described below.

The consultant will undertake but is not limited to the following tasks:

  •   Review reports of studies and assessments of the Health Policy situation in the three counties
  •   Conduct consultations with key stakeholders in the 3 counties;
  •   Provide various models for curriculum design contextual to the counties’ context;
  •   Work collaboratively with the technical focal persons in identified institutions and

    with relevant committees to develop the contents for the training materials;

  •   Finalize the draft in consultation with the counties’, CNHR and its partners;
  •   Field test the draft curriculum with a 5 day Training of Trainers;
  •   Field test the draft curriculum with a 5 day Training of Trainers;
  •   Finalize the training curriculums utilizing inputs from the TOT;
  •   Perform any other related outputs as agreed on between the consultant and

    CNHR at the inception meeting.

    Expected deliverables

  •   Inception report;
  •   Reports of consultation sessions to identify training needs, agree on contents and

    method of delivery held with county representatives.

  •   Training Manuals/Curriculum on Evidence Informed Health Policy Formulation,

    Analysis, Implementation and Evaluation.

  •   Reports of testing and validation workshops.
  •   Final report


    The consultancy is expected to use 30 working days.

    Required Skills and Experience Education

 Master Degree, or PhD holder in Public Health, Public Administration or other relevant field.


  •   Proven and extensive experience in the development of training curricula and materials;
  •   Sound understanding and application of policy concepts, methodologies and tools;
  •   Proven ability and experience in leading and facilitating training workshops
  •   Multidisciplinary skills and the ability to communicate effectively;
  •   Ability to work both independently and as part of a team;
  •   Sensitivity to political, gender and cultural balance;
  •   Fluency in English with excellent writing and communication skills.

    (certified copies of qualifications may be requested from successful applicants); 2. A detailed implementation plan/ technical proposal in accordance with the

    scope of work, expected outputs and deliverables provided for herein.
    3. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs i.e. daily consultancy fee, flight tickets,

    accommodation, and printing.
    The submitted plan will be evaluated in terms of the quality of complete coverage of all

    aspects of the terms of reference.
